Can you take a DVD-ROM drive from a computer tower with Windows 1998 and use it on a computer with XP? I got a bunch of games I wanted to install on this computer, but it turns out that this computer doesn't have a DVD-ROM Drive! Just a CD-ROM drive with the capability to burn CD-ROMs... I have a very old computer tower with Windows '98 that has a DVD-ROM drive... Would I be able to take that drive out and put it into this computer, or would it not work?

Ya as long as the newer computer is able to take the ATA-100 (most likely) connector. It should all just work fine if you stick it in.

Check your new motherboards specs to see if it has ATA connectors. ATA 133 should still be able to handle it. If it only has SATA connectors (Im assuming a win98 cdrom is gonna be ata) ... you are SOL.

You should definitely be able to as long as you have enough power, too. Some computers do not supply enough power for every component to work. Just make sure that is fine, too.
