You mean like the official CXMB things from sony on 3.71 M33? the answer is yes you can do that.

I meant i wish someone would create a full theme (not some icon changes) on 3.71 M33

well im sure there is a icon converter as the theme i displayed for 3.71 was converted hmm ill see wat i can find
