Well i use WebDwarf V2 to build my sites. It is freeware, has a very clean interface with many options.
I have found no spy-ware or advertisements. That's always a + . I would like to hear what others use. So please post your commits and suggestions.

This member is someone I've met in real life. His link is ok to share as it's freeware in the first place. I requested this link from him when he was up where I work. Sure, this could have been private messaged, but if the link is added back please let it stay. Thanks.

Yeah, Airplanes. You've got to put it on a server and the server has to be connected to someone's computer. Or, you can just make your own and open it up, locally. I'm making a custom homepage with all of the works.
Html is the best for design a web pages. Through html you can easily design static pages and you can also download ready website templates. If you want to make a dynamic website then you have to use .net,php or any other languages.
