I strongly suspect you installed a faulty analog stick or there is something gumming up the pins on your motherboard that the stick connects to.
Try this:
Open up your old analog stick and clean it out really well use isopropyl or rubbing alcohol (NOT witch hazel)and Q-tips. You can also use a small art brush on the 4 pins on your PSP motherboard and alcohol. Make sure none of those pins are bent and that they are not compressed. Once it is properly cleaned try not to touch any of the contacts with your hands.
Getting it all together is not too tough you just have to be careful of the spring and make sure it is under tension when you put it back together you will know what I am talking about when you take it apart. Do so slowly and take your time.
