I have an MSPro Duo and I formatted it when I first got it do I need to do it again?

Also my computer recently faced the BSOD(Xbox 360's RROD just a blue screen instead of a red ring) so can I make a pandora without my PC?

Well, that'll depend. It depends on what you have. Do you have a regular FW or a CFW? If you have a CFW, then all you need to do is use UPMS. It'll automatically install what you need for a pandora battery and Magic Memory Stick.
